Strategic planning and key documents for parks and recreation
Explore the strategic plans and key documents shaping the future of parks, open spaces, and recreational facilities across the Tweed. These strategies guide Council’s long-term vision, investment, and decision-making to support a healthy, active, and connected community. From youth recreation initiatives to open space planning and disaster resilience upgrades, each document plays a role in enhancing the liveability and sustainability of our public spaces.

Open Space Strategy

For the purpose of the strategy, public open space may include:
- parks (including foreshore reserves)
- sportsfields and courts
- natural areas such as bushland area, coastal areas, some foreshore reserves, wetlands, salt marshes and estuaries
- open space corridors for tracks, tails and pathways
- civic open spaces including streetscapes
- land reserved for infrastructure (for example, drainage, road reserve or as a utility easement) where opportunities for recreation, the protection of biodiversity values and visual amenity are also provided.
Sport and Active Recreation Strategy
As part of our commitment to provide the community with opportunities to be more active and healthier, Council partnered with the Better Cities Group in 2023 to develop a Sport and Active Recreation Strategy that will guide investment and decision-making over the next 10 years. The Sport and Active Recreation Strategy 2023–2033(PDF, 3MB) will provide direction for the planning, development, and management of Tweed Shire’s sport and recreation facilities for the next 10 years.
Youth Outdoor Recreation Action Plan

The Youth Outdoor Recreation Action Plan(PDF, 12MB) identifies 4 key focus areas to enhance recreational opportunities for young people in the Tweed:
- youth-friendly spaces
- skate and scooter facilities
- bike facilities (such as an urban bike parks, pump and BMX tracks)
- outdoor events and activities.
The plan provides a roadmap for developing facilities that support the current and future needs of local youth.
Pottsville Open Space Master Plan

The Pottsville Open Space Master Plan(PDF, 13MB) outlines a long-term vision and design strategies for the protection and development of 6 key central open spaces in Pottsville. These include:
- the Pottsville Environment Park/Centre
- Ambrose Brown Park
- ANZAC Park
- Pottsville RSL Memorial Park (Pottsville Oval)
- Philip Street Reserve
- Hardy Park North.
The master plan aims to guide how these spaces evolve to meet community needs as the area grows and changes over time.
