At Cudgen Foreshore Park, we carried out a phased plan to rehabilitate and manage the reserve. We began by restricting vehicle access in certain areas, starting rehabilitation work and introducing natural barriers to control vehicle movement through the park.

We had been dealing with ongoing hooning behaviour, which caused serious environmental damage and safety risks. Reckless driving destroyed vegetation and wildlife habitats and severely damaged turfed areas. Speeding vehicles also posed a danger to park visitors and disrupted nearby residents.

To address these issues, we excluded vehicles from key areas during rehabilitation and repair works to restore the park to a safe and welcoming space. We installed bollards, trees, mounded shrubs, plantings, and rocks to block vehicles. As the trees matured, we gradually removed some bollards and rocks, allowing the natural barriers to take over.

We also added more park seating and picnic tables to encourage outdoor gatherings and nature appreciation. This phased approach supported the park’s recovery and ensured it remains a space the community can enjoy.

Works included

  • Built asphalt internal road and asphalt parking spaces
  • Installed rocks and bollards to manage vehicle movement
  • Added an accessible parking bay
  • Constructed connecting footpaths to picnic facilities and the public toilet
  • Installed a new accessible shelter and picnic setting
  • Installed stormwater headwalls to help manage stormwater
  • Created a rainwater garden to capture and absorb rainwater
  • Added speed humps for traffic calming
  • Retained the existing Bush Stone Curlew nest and habitat area
  • Planted additional trees
  • Noted that future works will include aluminium access stairs (not funded through this program) 

Why it happened

We upgraded Cudgen Foreshore Park to tackle ongoing issues affecting the park and the surrounding community. Persistent hooning had caused serious environmental damage and safety concerns, upsetting park users and nearby residents.

Wet weather, especially during the 2017 and 2022 floods, also damaged the car park, making maintenance difficult and expensive. By upgrading the car park, we improved safety, reduced environmental impact and created a more sustainable and manageable solution for the area.
