Changes to meeting times
As of Thursday 12 February 2026, Council meetings and Public Forums begin earlier in the day.
- Public Forums: Start as early as 9:10 am, finishing no later than 10:20 am (up to 8 speakers). The actual start time of each meeting will be published by close of business the day before the meeting.
- Council meetings: Start at 11 am, finish no later than 9 pm.*
*One-hour breaks during Council meetings at 1 pm and 6:30 pm.

Public Forums
Prior to Council meetings, Public Forums are held for members of the public to informally address Councillors on agenda items.
These sessions take place on the third Thursday of the month, find out more on our Public Forums page.
Meetings are open to the public and media except when confidential items are considered.
Meeting times, agendas and minutes
Meetings alternate monthly between Murwillumbah and Tweed Heads. See location of meetings for details.
The table below shows upcoming meetings, including links to view agendas and related attachments (agenda packet).
Agendas are generally available from 8 pm on the Tuesday the week before the meeting (i.e. 9 days prior).
When a public holiday occurs the week before the meeting, the agenda may not be available until the Wednesday the week before the meeting (i.e. 8 days prior).
Minutes and the webcast recording are published as soon as practical after the meeting. Minutes are unconfirmed until they are formally adopted at the next meeting of Council.

Subscribe to agenda notifications
To be notified when agendas are published, you will first need to create an account in Council's system.
- Go to Resolve
- Scroll down to 'My Subscriptions'
- Click 'MANAGE', then 'Create Account'
- Fill out your email address, password and name (other fields are optional)
- Click 'SUBMIT' at the bottom of the form
Once registered, you can login to Resolve directly.

Council holds meetings starting at 11 am, with Public Forums starting at 9:10 am, at 2 alternating locations:
- Harvard Room in Tweed Heads
- Murwillumbah Council Chambers in Murwillumbah.

Code of meeting practice
All Council meetings and people attending Council meetings are governed by our Code of Meeting Practice (Model) Policy(PDF, 376KB)
In Council Meetings, Councillors consider reports on a range of Council related matters.
Confidential items at all meetings are considered in a closed session, which excludes the press and public.
Filming and broadcasting of meetings (webcasting)
From Thursday 6 February 2020, all Council meetings will be filmed and broadcast (in line with NSW legislation) using our webcasting service, Resolve. This increases the transparency of Council decision making and allows access for members of our community who are unable to attend in person.
The video is uploaded following the meeting/s and viewers can go straight to an agenda item without having to watch the entire meeting webcast.
Note: If you attend one of these meetings in the public gallery, you may appear in the broadcast recording.

Why is the webcast delayed?
The webcast will generally be available on the day following the meeting. This gives Council time to prepare and upload a text version of the minutes that are indexed to the recording of each agenda item. In turn which allows direct viewing of specific agenda items rather than having to view the full webcast.
Where can I give feedback on the webcast?
Council will monitor and make improvements to enhance the service as required.

What does webcasting mean to me if I am attending the meeting in person?
The Chairperson will advise the meeting attendees that the meeting will be filmed for webcast and will be available on Council's website.
Everyone attending the meeting is governed by the Code of Meeting Practice (Model) Policy(PDF, 376KB), which includes being orderly, respectful, inclusive, transparent and informed.
A recording in progress light will be displayed in each so that attendees can know when they are being recorded.
What do I need to view the webcast?
The webcast can be viewed from any device capable of viewing and playing video from a website, you do not need to install a program.
