Rates charges
Your rates notice includes service charges for your property. These charges are explained below.

Water access charge
Applies to all land within 225 m of a water main that is able to be connected (whether connected or not).
These charges help maintain our water network (treatment plants, dams, pump stations and pipes) and meters and boxes.
Sewerage access charge
Applies to all land within 75 m of a sewerage main that is able to be connected (whether connected or not).
These charges help maintain our sewer mains, pumping stations and treatment plants.
On site sewerage management fee
For properties with an on-site sewage management system. Council regularly inspects and monitors the health and environmental risks of these systems. See on-site sewage management.
Domestic waste management charges
Applies to residential land within the service area, and farmland with a waste management service.
The funds are committed to waste collection, land for future landfill and waste processing depots, government charges, environmental monitoring of existing landfill sites, waste disposal costs, and planning approval charges.
Council provides a 3-bin collection system for residents in urban houses and duplexes and a 2-bin collection system for residents in multi-unit developments (more than 2 units) and rural residences.
Residential properties with a red bin also receive up to 2 hard waste collections per year.
Different charges apply depending on your bin size and service:
Red bin (landfill) (80, 140 or 240 litre bins)
For items that cannot be reused, recycled or composted.
Yellow bin (recycling) (140, 240 or 360 litre bins)
For items such as glass bottles, paper, cardboard and aluminium cans.
Green bin (organics) (140 or 240 litre bins)
For items such as food scraps, garden waste and newspaper. This is only available for residents and commercial properties in the urban service area.
Waste management administration charge
Applies to all residential properties within the service collection area and farmland properties that receive a waste collection service. (The charge does not apply to business rated properties.)
Commercial waste charges are higher than residential charges and include a management cost. Commercial waste is also subject to GST.
Commercial customers can use other service providers (instead of Council's waste contractor). See waste reduction for business.
The waste management admin charge goes towards:
- land rehabilitation
- roadworks relating to garbage collection
- securing land for future garbage depots
- financial assurance
- landfill environmental management
- waste disposal technology (software and capital equipment)
- planning for future waste strategies, collection strategies, e-recycling (electronic equipment)
Landfill management charge
Helps cover the cost of landfill operations and the remediation of past, current and future landfills to minimise the risk of environmental impacts.
Special rates
Koala Beach Estate
Residents of the Koala Beach Estate provide ongoing funding for local nature conservation through this special rate.
Cobaki Lakes
Residents of Cobaki Lakes provide ongoing funding for environmental management and restoration works through this special rate.
Kings Forest
A special rate for residents of Kings Forest to fund the ongoing maintenance and protection of environmental lands on the estate.
This will include ongoing monitoring and reporting (fauna and water) and management actions including pest and animal control and fencing.
