The Unit is responsible for recruitment and selection, employment conditions, training and development, personnel administration, employee relations, industrial relations, policy development and job evaluations.

Council employs a work force of approximately 600 with about 400 of these being the people who are field based i.e. they drive the trucks, graders etc, repair the roads, install water and sewer services, maintain the gardens and playing fields etc. The balance of staff are office based. Office based staff cover the professional areas of engineering, town planning, health and building surveying, information technology management and public sector administration.
