The Draft Community Based Heritage Study
At the Council meeting of 13 December 2011, Council resolved to place the draft Community Based Heritage Study and Management Plan 2011 (draft CBHS 2011) on public exhibition.
What is the draft Community Based Heritage Study and Management Plan 2011 (draft CBHS)?
The draft CBHS 2011 is a document which:
has assessed the significance and made recommendations on a range of future heritage items and areas; and
includes information for Council and the community to support the management of these future items and areas.
A previous draft Community Based Heritage Study (CBHS) was undertaken between 2004 and 2007 under the guidance of David Scobie Architects, together with a steering committee and group of dedicated volunteers. The 2004 CBHS considered, researched and assessed over 400 potential heritage items.
A report on the draft CBHS was considered by Council in September 2005 at which time Council resolved to prepare an amendment to the Local Environmental Plan (LEP) to incorporate a reduced list of items and a number of conservation areas.
A draft LEP amendment was prepared and publicly exhibited from January – March 2007 along with the CBHS 2004. Council considered a report on the public exhibition and submissions received in August 2007, at which time it was resolved to amend the list of items and conservation areas and re-exhibit the draft LEP amendment. At this point the project was placed on hold.
Earlier this year Council sought to recommence the draft strategy and appointed Ainsworth Heritage in March 2011 to update and complete the draft CBHS 2004 and assist with its implementation.
The draft CBHS 2011 reviews and updates the previous CBHS 2004 and retains the list of items and conservation areas previously resolved by Council.

In addition to the website, the exhibition documents will be available for viewing from Wednesday 21 December 2011 to Wednesday 14 March 2012 at the following places:
- Murwillumbah Civic Centre from 8.00am to 4.30pm weekdays;
- Tweed Heads Civic Centre from 8.00am to 4.30pm weekdays;
- Kingscliff Library from 10.00am to 5.00pm Tuesdays, Thursdays & Fridays, from 10.00am to 7.00pm Wednesdays, and from 9.00am to 12 noon Saturdays.
- Uki CTC, 1454 Kyogle Road, Uki from 9.00am -4.00pm weekdays.
The formal public exhibition of 56 days commences from 18 January 2012, however, the exhibition has been extended forward over the Christmas period to allow more time.
Public information sessions will be held in Tweed Heads, Murwillumbah and Uki in the new year. Details of these sessions will follow in Mid January 2012.

The Tweed Thematic History was completed in 2004 and provides an excellent resource on the history of the Tweed.
Council is currently completing the Community Based Heritage Study (CBHS). The Draft CBHS 2011 investigates and records items of heritage significance within the Tweed Shire provides a framework of the management of heritage items and areas. The draft CBHS 2001 contains the “site cards” for the recommended heritage items and areas. Site cards provide the assessment of significance, a brief history of the item or area and photos where available.
