What is a Construction Certificate?

Where a Development Consent has been issued for proposals involving building work, a Construction Certificate must be obtained prior to commencement of any building work.

A Construction Certificate is an approval that:

  • Certifies that work completed in accordance with the approved plans and specifications will comply with the Building Code of Australia and any other relevant Australian standard
  • Certifies that the detailed construction plans and specifications are consistent with the Development Consent
  • Certifies that the relevent consent conditions have been complied with
  • Certifies that all necessary contributions and fees have been paid

An Application for a Construction Certificate (246kb) may be lodged at the same time as your Development Application or at any time after the lodgement of the Development Application. A Construction Certificate application form is available for this purpose and where the application is for a single dwelling and or a structure associated with a single dwelling a combined application form is available for this purpose.

Building Certification

Where a Development Consent has been issued for proposals involving building work, a Construction Certificate must be obtained prior to commencement of any building work. To obtain a Construction Certificate you must appoint a suitably accredited certifier to undertake the work.

It is important as a property owner for you to decide whether you engage a Council accredited certifier or a private certifier to approve your construction certificate and undertake the certification and inspection work for your development.

We encourage you to engage the services of Tweed Shire Councils accredited certifiers to conduct the approval and inspection functions associated with your development proposal.

Tweed Shire Councils Building and Environmental Health Units Certification and Inspection Services

Our Unit has a dedicated team of 11 highly skilled and qualified building professionals, well qualified and with local knowledge invaluable in ensuring that your interests are protected and who provide quality building and development related services including:

  • Construction Certificates,
  • Complying Development Certificates,
  • Occupation Certificates,
  • Inspection of building works (Principal Certifying Authority services),
  • Act as the Principal Certifying Authority (PCA) where Council has not issued the Construction Certificate,
  • Development and building compliance advice,
  • Building and construction advisory and consultancy services, including pre-lodgement advice, development consents and modifications to consents, fire safety compliance and upgrades, compliance with development consents, legislation and interpretation of the Building Code of Australia.
  • Bushfire risk level assessments (BAL Certificate), this is a prerequisite for any proposal for Complying Development in a bushfire prone area.

This means that our experienced officers are available on site more frequently and therefore provide additional opportunities to ensure that both the building and plumbing trades are made aware of any issues as they arise during the construction process. This minimises delays and ensures that all legislative requirements are met to provide a smooth transition of your development though to the completion stage.
