What is the Electronic Housing Code?
The Electronic Housing Code (EHC) is an online system for the electronic lodgement of complying development applications under the NSW Housing Code for lots 200m2 and above. This system will also allow the user to determine if they are able to proceed with their development without further approvals, as an exempt development.
The EHC was developed as a result of $5.92 million of Commonwealth funding through the Housing Affordability Fund (HAF), and is a partnership between the Department of Planning & Infrastructure and the Local Government and Shires Associations of NSW.
Tweed Shire Councilis one of the eleven local government areas involved in this pilot project. Tweed Council's participation in the EHC Pilot Program is one of the key initiatives it is undertaking in its goal to become a leader in e planning. In recent years Council has made significant advancements in providing web based, e planning services, such as the DA Tracker, Property Enquiry and extensive on-line mapping functions. The EHC Program has provided Council with substantial funding and the up-skilling of its staff and the local consulting industry, as a necessary transition and learning experience for our ultimate goal of providing end-to-end electronic building and development assessment processes.

Note, the majority of the Councils using this system will provide you with a checklist of documents that they require either prior to, or once you have submitted your application for consideration. Specific Tweed Council Complying Development Certificate (CDC) Lodgement Requirements...(click to expand/collapse)
It is firstly important to recognise that the EHC Pilot Program has been prepared on a broader scale for eleven participating NSW councils, all of which have varying capacities for electronic lodgements and hard copy lodgement requirements.
In terms of complying development certificate applications (CDCs), the large expanses of coastal and rural environs of the Tweed Shire area can result in the need to obtain additional information (such as a bushfire risk and flooding assessments), prior to proceeding with the electronic lodgement under the EHC Pilot Program. There may also be a number of other specific applications required, such as applications for water, sewer and stormwater. These approvals will incur additional fees.
Tweed Council already has a pre-lodgement service which can assist you in working out whether there are any concurrent approvals, or "pre-requisites" needed for a CDC approval under the NSW General Housing Code.
Council is providing EHC applicants with the option of either lodging their CDC without any substantive pre-lodgement review, or alternatively, applicants will be able to choose to take up Council's existing pre-lodgement service. For a limited time period of up to close of business 31 January 2012, Council will waive the current $90 fee for the pre-lodgement service.
It is important to note for potential users of the system, if you choose not to use Council's pre-lodgement review service, Council officers will process the application as submitted, which may result in the rejection of those incomplete, or incorrect CDC applications. Council generally does not refund the fees of rejected CDCs.
