Options for Delivering the Coastal Stategy

The Tweed Coast Holiday Parks (TCHP) has been operating in the Tweed for over 50 years. Its charter is to provide affordable tourist accommodation, the profits from which are applied to assist in maintaining the Tweed coastal reserves. All of the TCHP are located on coastal Crown land; as such they form part of the 37kms of Tweed coastline.

Currently the TCHP provide Tweed Shire Council with approximately $1M per annum to help Council meet the costs (approximately $1.7M pa) of maintaining the coastline beaches, parks and reserves. The balance of costs is met by general rates.
The recently completed Tweed Coastal Strategy, which was subject to extensive community consultation and input, identified a variety of works to embellish and improve the 37kms of coastline. These works have been costed at $15M.

It is suggested that if the TCHP business can be expanded, the additional profits thus created can be applied to helping to finance the costs of implementing the Tweed Coastal Strategy. There are 2 main projects proposed by TCHP.

The first is to develop a new resort style park south of Norries Head. This park will encompass contemporary design and services so as to be aesthetically pleasing and to meet client demands. It will offer a range of accommodation options and facilities to suit all tastes and budgets. The park will comprise some 200 sites and will employ approximately 10 full-time equivalent staff positions. It is envisaged the park will generate significant demand for goods and services from the Cabarita / Tweed area.

The second project is the re-development of the Kingscliff Beach Holiday Park.

The re-development envisages reducing the overall size of the existing park by some 10,000m², to be accomplished by relocating the present southern boundary approximately 100m north towards the Kingscliff Bowls Club. The new park entrance will be adjacent to the Bowls Club, thus eliminating the need for caravans to be towed along the whole length of Marine Parade. The new park will have approximately 70 sites, made up of a variety of cabin styles, ensuited powered sites and also tent sites.

These proposals are believed to be consistent with the objectives of both Tweed Shire Council and the Tweed Coast Holiday Parks Reserves Trust; that is to provide for an improved coastal reserve system that ratepayers and visitors alike can enjoy.

The developments detailed above will enhance and sustain the position of the TCHP business in the marketplace, concurrent with providing a mechanism to help fund the Coastal Strategy without requiring greater ratepayer contribution and/or foregoing other planned works.
